Entrepreneurs who have completed D.Pharm or B.Pharm and are licensed as pharmacists can apply online for Muthalvar Marunthagam. If the entrepreneur is not certified, a consent letter from a licensed individual with the aforementioned qualifications, must be obtained and submitted
Cooperative societies having drug licence can also apply
In the first phase, 1000 Muthalvar Marunthagam will be established
Entrepreneurs wishing to avail loans will be facilitated to obtain loans through cooperative banks.
Selected entrepreneurs will be given a government grant of 3 lakhs. Of this, 50% will be given in cash for infrastructure facilities and 50% given in kind as medicines
All submitted applications will be processed online only.

Procedures
The applicant must have registered their certificate with the Pharmacy Council
The selected location for the pharmacy must be easily accessible to public
If the pharmacy is owned by the pharmacist, the ownership document is required, or if it is a rented store, the lease/rental agreement and a no-objection certificate for starting the pharmacy must be submitted
Priority Factors
If multiple applications are received for the same location, selection will be made based on the following priority criteria:
1. Entrepreneurs with D.Pharm or B. Pharm qualification
2. Destitute Widows / Differently Abled / Scheduled Castes and Scheduled Tribes / Women
